- Develop and drive implementation of strategies that deliver community and regional economic growth for Traditional Owner Groups in the Lower Gulf of Carpentaria
- Deliver projects that increase the internal capacity of Prescribed Body Corporates (PBCs) and Traditional Owner Groups in the Lower Gulf to take advantage of opportunities that create sustainable employment and training outcomes for First Nations People living in the lower Gulf of Carpentaria and increase engagement in the local economy
- Lead a team of Project Officers toward continuous improvement and successful outcomes
We are seeking to recruit a suitably qualified and highly experienced Capacity and Economic Development Manager to join the team at CLCAC on a permanent full-time basis based in our Cairns head office.

You will have strong leadership skills, capable of providing insightful and innovative ideas to achieve organisational and regional objectives and have demonstrated experience in guiding and inspiring teams to achieve shared goals.
You will demonstrate exceptional interpersonal and written communication abilities and have proven capacity to build productive relationships with a wide range of stakeholders, along with the ability to communicate clearly and effectively through written strategies, reports, proposals, and correspondence.
About us
CLCAC was established over 40 years ago in Burketown to represent the rights & interests of Traditional Owners. We support native title, PBC business and economic development and First Nations land and environment management programs with the overall goal of being the leader of sustainable indigenous community development in the lower Gulf region, where our people are self-determined and empowered to take control of country, culture and their economic future.
About the role
Under the direction of the CEO, you will provide strategic leadership and effective management of the Prescribed Body Corporate (PBC) Capacity and Economic Development Unit. You will contribute to the design of a sustainable business strategy for the expansion of support services offered by CLCAC to businesses in the lower Gulf of Carpentaria region.
This role is responsible for developing and implementing short- and long-term strategies and projects that support economic self-determination of PBCs in the lower Gulf of Carpentaria region.
What's needed
- Degree in one or more of the following: Economics, Business Management, Social Sciences, or equivalent, with an Australian Indigenous major being highly regarded
- Experience in writing reports and proposals to Government and other funding bodies and project summary documents, including grant acquittals
- High level writing skills and experience with grant writing, preparing funding submissions and managing budgets
- Effective and proactive communications skills; and experience in establishing and maintaining partnerships with a broad range of stakeholders, including, but not limited to Traditional Owners, government agencies and other key stakeholders, and
- Experience in managing and mentoring work teams, in order to develop leadership and professional capabilities of team members
- Experience working with Indigenous Corporations and/or PBCs and have demonstrated ability to project-manage for outcomes with Indigenous governance structure and communities will be highly regarded.
It is critical that you hold a valid Australian Driver's License and are able to drive a manual car. The ability to travel for up to a week at a time is also required.
